The Ministry of Infrastructure has prepared a bill on the work of minibuses, which should improve the quantity and quality of buses, improve the regularity of the schedule, solve the problem with benefits, payment by card, etc.

After the legislative regulation of the taxi segment, the Ministry of Infrastructure of Ukraine decided to deal with the segment of route taxis (aka "minibuses"), having developed a draft law aimed at significantly improving the quality of public passenger transport. In particular, it is intended to solve problems with the lack of modern buses of medium and large passenger capacity, non-observance of the public transport schedule, etc.

The new draft law is proposed:

to make the regional state administration or the Customs Office responsible for the organization of passenger transportation within the district;

to transport passengers by automobile routes, lines, routes of city electric transport;

to implement a system to receive payment for such services and financial compensation paid to carriers;

to provide support for ecological transport.

In this way, the local government will become the customer of the transport, and cities will be able to purchase transport services and pay for the kilometre. The purchase of transport services will take place through Prozorro on the basis of the kilometre principle. In other words, the subject of the purchase is a specific route with a specific kilometre; a fair price is determined by the local municipality and as a result of a tender, but criteria for quality requirements are also prescribed.

Switching to the mileage principle should eliminate the problem of discrimination against privileged passengers, as the carrier receives payment in any case and does not care how many privileged passengers it carries. It will also be possible to require the installation of validators for payment by bank card and "Kiev Card", as it will not affect the income of the carrier. Also, if the city is the organizer, there are more opportunities to fine for failure to meet the conditions.

As a result, the authorities expect to get better quality passenger vehicles, which adhere to the schedules, do not discriminate against beneficiaries and travel in which you can pay by card.

Daimler agreed to settle the diesel scandal by paying $3 billion to the company.

Daimler will have to pay a penalty in the U.S. of about $3 billion to deal with the diesel engine under-emission scandal.

The German carmaker said it expects its recent agreement with U.S. authorities, including the Environmental Protection Agency (EPA), the Department of Justice and the California Air Resources Board (CARB), to cost about $1.5 billion. The company will also pay about $700 million as part of the settlement with the owners and another "three-digit million euros" to meet the requirements of the agreements.

A CARB spokesman told Reuters that the settlement "will reach $1.5 billion and affect 250,000 vehicles across the country". More detailed information will be published after the U.S. authorities submit to court a decision on the agreement. This should happen around mid-September.

In addition to this deal, Daimler has already paid about $960 million last year as part of the settlement of the scandal over allegations that the carmaker sold at least 684 thousand cars with software that allowed these cars to cheat emissions tests. As it turned out, the fraud with the tests began in 2008, when Daimler began using the appropriate software in various cars, from Vito vans to C-class sedans and GLC coupe. Since the beginning of the scandal, Daimler has recalled about 800 thousand cars around the world. Since then, the company has also stopped selling diesel cars in the United States.

For comparison, a similar scandal of dieselgate, which affected the company Volkswagen, has cost the car manufacturer $35 billion in fines and payments.

The Reddit service has published photos of the upcoming Ampere video card (the publication has been removed to date). The device contains 11 memory modules (most likely GDDR6X), which are located around the graphics processor. It should also be noted that the memory modules are very tightly assembled. Probably that's why the previous leaks said that the design is compact and complex.

There's another chip on the back of the board. However, the author of the publication concealed it by placing an Intel processor on top of it. It is not yet clear what the purpose of this chip is. We can also note differences in design of NVLink in comparison with Turing generation devices.

The video card captured in the pictures is most likely a non-standard design with an enlarged radiator projecting on the board. Apparently, the device is equipped with three 8-pin auxiliary power connectors at once. It is not yet clear which model is depicted in the pictures: GeForce RTX 3090 or GeForce RTX RTX 3080. The author of the leak says it's a GeForce RTX RTX 3080 model. But doubts arise because of the large number of memory modules and power connectors.

Last month ASUS introduced the third generation of its ROG Phone 3 smartphone, and now it's the turn of the main flagship series Zenfone 7. Its presentation is scheduled for August 26.

The announcement of the Zenfone 7 will be monitored during the online broadcast, which will be held on ASUS YouTube channel at 09:00 Kiev time.

Only two models are expected in the Zenfone 7 series - the base Zenfone 7 on the "usual" flagship Snapdragon 865 processor and an advanced Zenfone 7 Pro on its overclocked version Snapdragon 865+. Mentioning of both Qualcomm flagship platforms was previously found as a result of the Zenfone 7 firmware source code leak. It's still unclear whether there will be any other differences between the models.

The Trump Administration has expanded the list of Huawei units that are prohibited from accessing American technology

The administration of US President Donald Trump is further tightening restrictions on Huawei. In May this year, due to another U.S. restriction, TSMC stopped accepting new orders for chip production for Huawei. Last week, a temporary license that allowed U.S. companies to cooperate and maintain trade relations with Huawei expired.

On Monday, the U.S. Department of Commerce said it would allow "ongoing security research critical to maintaining the integrity and reliability of existing and currently fully operational networks and equipment," by introducing limited authorization for Huawei's divisions. The fact is that the temporary license not only allowed receiving Android updates for devices released before May 16, 2019, but also covered many telecommunications companies in agricultural areas using Huawei equipment. These companies will now have to apply for licenses for operations that were previously allowed.

At the same time, the U.S. government imposes restrictions on dozens of companies associated with Huawei.

"As we have restricted the company's access to U.S. technology, Huawei and its affiliates have worked through third parties to use U.S. technology in ways that could undermine U.S. national security and foreign policy interests," Commerce Secretary Wilbur Ross said on Monday.

In May 2019, the Trump administration added Huawei and its 114 affiliates to the Entity List. Thus, American companies could not transfer their technologies to companies from the Entity List without the explicit approval of the U.S. government. Now Trump's administration has announced the expansion of the list of Huawei's subdivisions. Another 38 subdivisions of the Chinese company, located in 21 countries, have been added to the list. Thus, the Entity List now includes 152 companies associated with Huawei.


Intel told about 3rd generation Xeon processors (Ice Lake-SP): 10nm+ processor, Sunny Cove kernel, 18% increase in IPC

Intel shared details about the next generation of Xeon processors, known codenamed Ice Lake-SP. These chips are expected to appear on the market later this year as part of the Whitley platform, designed to create server systems with one or two processors.

During its presentation, Intel demonstrated the 28-core Ice Lake-SP. However, she did not specify whether this chip is top-of-the-line or whether there will be models with a large number of computational cores in the line. Previous rumors had indicated that the series would receive versions of processors with large numbers of cores. Thus, the use of a 28-core chip in the presentation is due to the desire to compare the novelty with the flagship of the current Xeon series of second generation.

Intel Ice Lake-SP processors are manufactured in accordance with 10-nanometer 10nm+ technological process. Although, for Tiger Lake chips, which will appear next month, an improved 10nm++ manufacturing technology is used. Component density has increased 2.7 times due to transition from 14nm to 10nm technology.

Ice Lake-SP chips are based on Sunny Cove computing cores, which provide an 18% increase in IPC (number of instructions executed per stroke) compared to Skylake architecture used in Xeon processors manufactured using 14nm processor. The Sunny Cove architecture offers a number of improvements, such as a whiter and more advanced branching predictor, wider distribution and execution resources, improvements in TLB, single thread computing and pre-sampling, and more. It is also reported that new SIMD instructions have been added to provide performance improvements in cryptography, compression and decompression tasks. Together with improved software and algorithmic support, this allows for up to 8 times the performance per kernel compared to Cascade Lake. The new chips also feature improvements aimed at improving the efficiency of AVX-512 and AVX-256 instruction processing.

The Ice Lake-SP 28-core processor includes a new interconnection structure (an improved version of Mesh Fabric) that covers all 28 cores. It also notes the use of two 4-channel memory controllers instead of two 3-channel controllers in Cascade Lake-SP. Thus, up to 16 DDR4-3200 modules are available for each processor. The processor additionally includes 4 PCIe Gen 4 controllers, each of which supports 16 lines.

The new line of Intel Xeon Ice Lake-SP processors should compete with AMD EPYC Milan chip series, which is based on Zen 3 architecture and provides production with improved 7nm technology.

Research company Kantar has published a rating of the most popular websites in Ukraine for July 2020. The three leaders remain unchanged - Google, Youtube and Facebook. The top five of the rating are the online encyclopedia Wikipedia and online store Rozetka.ua.

Judging by the rating, in July Ukrainians were actively looking for updates in online stores and marketplaces. The aforementioned Rozetka.ua, as well as Olx.ua and Prom.ua maintained their positions in the top ten of the rating, while the marketplaces Bigl.ua managed to increase their attendance and hit the Top 25.

Despite the holiday season, news continues to be in the focus of Internet users - the most popular news resources: Pravda.com.ua, Tsn.ua, Unian.net, 24tv.ua.

Messengers and social networks also remain popular, and despite the ban on Russian VK.com, it takes a very high 13th place with 19% coverage. Against the background of ultra-long vacations, the educational website Osvita.ua was included in the rating of the most popular websites of Ukraine.
